James B. Halligan
James B. Halligan is a member of the firm’s Civil Rights/Police Professional and Employment/Labor Practice Groups, with a focus on cybersecurity and data privacy matters. Mr. Halligan also represents clients relative to business and commercial issues including transaction and contract matters. He has served as Assistant District Attorney, Special Assistant United States Attorney, municipal attorney, Solicitor for a Fraternal Order of Police lodge, and cybersecurity and data privacy incident response and compliance attorney.
James is a native of Havertown and currently resides in Upper Providence, PA. He is a graduate of Penn State University and Widener University School of Law. Mr. Halligan also completed a Master of Law (LLM) in Cyber Law and Data Privacy and became a Certified Information Privacy Professional/Europe in 2022.
In his spare time, James enjoys spending time with his family and watching his children compete in soccer, hockey, and basketball. He also enjoys strength training, endurance races, surfing, swimming, archery, martial arts, as well as podcasts about philosophy and current events.
