Michael G. Crotty, Esquire
Michael Crotty is a Partner in the Chester Springs office of Siana Law, where he has practiced since 2004. He represents clients in the areas of municipal law, agency law, authority law, land use and zoning, civil rights, public official liability, and the Right to Know Act.
Mr. Crotty serves in the Firm’s Solicitor Department, representing numerous local governments, municipalities, authorities, zoning officers, zoning hearing boards, school districts and other local agencies throughout the Commonwealth of Pennsylvania. He serves as Solicitor to a number of municipalities and local agencies throughout Chester, Delaware, Montgomery and Berks Counties. In doing so, he counsels them on compliance with legal requirements inherent in their day-to-day operations, including, but not limited to land use and zoning controls, federal and state regulatory code compliance, intermunicipal agreements, grant compliance and public finance, auditing, zoning and code enforcement matters, cable franchise agreements, and the drafting of comprehensive, effective ordinance regulations. Mr. Crotty has also handled many zoning proceedings (e.g., conditional use, special exception, variance and validity challenge hearings), on behalf of municipalities and private parties, for and before local zoning hearing boards, county courts of common pleas, the Pennsylvania Commonwealth Court and the Pennsylvania Supreme Court.
As a member of the Firm’s litigation team, Mr. Crotty also defends local governments in state and federal lawsuits throughout central and eastern Pennsylvania. These matters involve a broad range of litigation matters, including constitutional civil right claims brought pursuant to Section 1983, zoning enforcement and land development actions, compliance with the Pennsylvania Municipalities Planning Code, the Right to Know Act, the Pennsylvania Open Meetings Act, the Municipalities Authorities Act and the Political Subdivision Tort Claims Act. Mr. Crotty has additionally represented insurance companies, risk sharing pools and municipalities with respect to liability coverage determinations and bad faith litigation. He has had the honor of being listed on the Pennsylvania Superlawyers’ list in 2022 through 2025, as well as part of the SuperLawyers’ list of Pennsylvania Rising Stars for 2012 – 2018, for his work in local government law.
Mike is a native of Chicago, Illinois, and has resided in Upper Providence Township, Delaware County, for the past 20+ years. He received his Bachelor of Arts degree in Political Science from the University of Michigan in 2000, and his Juris Doctor from Villanova School of Law in 2003. In law school, he served as the Editor in Chief of the Villanova Law School Environmental Law Journal. Prior to joining Siana Law, LLP, he served as a law clerk to the Honorable President Judge Emeritus Stephen J. McEwen, Jr., of the Pennsylvania Superior Court (whose chambers were located in Media).
Mr. Crotty has also had the privilege of serving as the past Chair of the Planning Commission in Upper Providence Township, Delaware County, from 2008 – 2020; on the Board of Directors for the Delaware County Chamber of Commerce, as well as past Chair of its Government Affairs Committee; and as the current Chair of the Municipal Law Group for the Chester County Bar Association.
Mr. Crotty also frequently speaks on governmental and municipal matters, including before the Pennsylvania State Association of Township Officials, the Pennsylvania State Association of Boroughs, the Pennsylvania Municipal Authorities Association, the Pennsylvania House Local Government Commission, the Montgomery County Consortium of Communities, and the Chester County Association of Township Officials.
