Monday, April 23 at the Hershey Lodge
This session is designed to give participants a firm, layman’s understanding of how the First Amendment impacts township meetings and the ability of the public to comment. Mr. Brown and Mr. Crotty will explore the First Amendment’s role in crowd management, discuss when it’s appropriate to shut down or remove a member of the public, and offer tips for dealing with “unruly” crowds and controversial issues.

This session will provide participants with a layman’s understanding of a variety of First Amendment issues associated with zoning/sign regulations, parades, rallies, and events, and municipal Facebook pages.
Trends in Land Use and Zoning Regulations
Monday, April 23 at the Hershey Lodge.
This presentation is designed to update township officials on zoning and joint zoning trends. Topics will include recent zoning case law, joint zoning and joint/regional planning considerations, the renewed focus of courts on “good-faith” application reviews, form-based zoning, and medical marijuana facilities.

The Wiretap Act, Police Body Cams, and Right-to-Know Law
Tuesday, April 24 at the Hershey Lodge
This session focuses on Act 22 of 2017, which amends the Pennsylvania Wiretap Law, opens the door for police to take audio and/or video recordings, and removes barriers that once stood in the way of body camera use. Participants will learn the steps they must take to respond to requests for police audio and video recordings.

Police Liability: Personnel and Operational Issues
Tuesday, April 24 at the Hershey Lodge
Designed to educate participants about police liability issues, this session will focus on best management practices for township supervisors, managers, and employees, including standard operation procedures and evaluation checklists. Mr. Gerber will review the Violent Crime Control and Law Enforcement Act, the Civil Rights Act, and how local leaders can prepare for a Justice Department investigation. He will also discuss lessons learned from Ferguson.
