With development gaining steam, this workshop will provide a refresher on zoning procedures and case law to help townships develop a consistent method for processing applications and avoid bias and due process claims. The presenter will also explore emerging zoning and development trends, including the sharing economy, economic development incentives, and electronic signage.

The Role of Township Officials in Police Department Management
Monday, April 24th; The Township Solicitor’s Seminar runs from 9:30 am – 3:30 pm.
This session will address the roles of the Board of Supervisors, Chief of Police and Managers in connection with police department management. Mr. Gerber will discuss best practices in dealing with cases involving alleged police misconduct and neglect of duty in the context of civil rights litigation, labor disputes and claims of discrimination. The session will include the following issues:
- How much power does the Chief of Police really have?
- Who has the power and obligation to discipline police officers?
- How much information about an internal affairs investigation should be given to the Board or Manager
- Who is liable for a failure to properly supervise the police department?
- How to avoid improperly commingling the investigative and adjudicative processes.

Managing Municipal Police Departments
Monday, April 24th, 4:15 pm – 5:25 pm
Law enforcement has been the target of the news media as departments around the country face allegations of misconduct and see an uptick in violence against officers. There is no better time for townships to evaluate how they supervise their police force. This seminar will focus on legal issues that impact police department management and offer practical tips for complying with employment and civil rights laws to help your township improve efficiency and reduce legal exposure.
